Apply to Oregon Water Resources Department (OWRD) for a water use Permit.

Setup
Once OWRD issues your Permit, construct your water system and begin using water.

Survey
Hire Water Right Services, LLC with Certified Water Right Examiners (CWREs) to inspect your water system, map your system and use, and report to OWRD detailing your system capacity and how you developed it.

If water use occurred as your Permit conditions authorize, OWRD issues a water right Certificate.
